The Ekiti House of Assembly on Tuesday passed the bill for the upgrading of the State College of Education to the University of Education, Science and Technology.

The bill was unanimously passed at Tuesday’s plenary in Ado-Ekiti, presided over by the Speaker, Mr Funminiyi Afuye.

The passage of the bill followed the submission of the report of the House Committee on Education, Science and Technology headed by Mrs Kemi Balogun.

According to the report, read by Balogun, the Transitional Provision of Section 38 would give room to the existing students of the College of Education, lkere-Ekiti after the effective date of this law to complete their course of study as stipulated.

The report after ratification by the Committee of the Whole House, was unanimously passed.

The executive bill is titled, “A Bill for a Law to provide for the Establishment, Incorporation, Constitution, Powers, and Functions of the University of Education, Science and Technology, Ikere-Ekiti and Other Matters Therewith.”

NAN reports that earlier at the Tuesday’s plenary, Under Matter of Urgent Public Importance, Chief Gboyega Aribisogan, (Ikole 1, APC) called the attention of the House to the gradual extinction of the Yoruba Language.

He called for advocacy and legislation to save the Yoruba Language, which he described as the identity of Western Nigeria.

Also, Mr Adeyemi Ajibade, (Moba 1, APC) Under Matter of Urgent Public Importance, drew the attention of the House to the non-availability of a telecommunications network in Osun-Ekiti in Moba Local Government Area of the state.

Ajibade called on the state government to prevail on the telecommunications network providers to extend their services to the community of over 30,000 dwellers.

The immediate past Governor and Senator representing Borno Central, Kashim Shettima has led a delegation of all Serving Senators and members of the House of Representatives from all parts of Borno State to pay empathy and solidarity visit to Governor, Babagana Umara Zulum over the attack on his convoy by Boko Haram militants.

The lawmakers declared their support to the governor, saying they were in Maiduguri as a mark of solidarity.

It could be recalled that Governor Zulum’s convoy had come under two separate attacks on Friday and Sunday with attendant loss of more than 10 policemen, 5 soldiers and several CJTF fighters, who died around Baga, on their way to serve as security backup to the governor.

Governor Zulum was in Baga from Friday to Sunday to supervise ongoing resettlement efforts aimed at ending the Boko Haram’s use of the commercial town for fish trades and tax collection to fund their nefarious activities.

Speaking during the visit, former governor of Borno State, Senator Kashim Shettima said, they were in Maiduguri to sympathise with government and people of the state and to commiserate with him over the sad incident that happened a couple of days ago.

“I had a chat with you you last night, you actually made effort to dissuade us from coming. But we felt we are morally obliged to come and sympathise with you, to pray for the repose of the souls of the departed and also pray to Allah (SWT) to give you the strength to lead our state in this trying moment.”

“Our coming is purely a sympathy cum solidarity visit, we are not here to make loud pronouncements or long speeches. You are our leader, a mishap happened on the road and when you are coming back as well, so we felt morally compelled, that become moral imperative to come and sympathise with you.”

“May Allah continue to envelop you with his mercy and protection, as well as members of your team.”

“And for those our gallant officers and men of the Nigerian armed forces, our Civilian JTF who paid the supreme price, may their souls rest in perfect peace. When we talk of the Armed forces, it includes the personnel of the Nigerian Police Force that lost their lives, may God give them eternal rest.” Senator Kashim Shettima said.

While responding, governor Zulum expressed his appreciation for the visit.

He also clarified that despite Nigeria not being a party to the Kampala Convention, Borno State Government has been in compliance with all the resettlement protocols.

He said internally displaced persons shall be relocated voluntarily and in a dignified manner.

Pretoria – The United Nations Children’s Fund (Unicef) said it has received 115 800 test kits to support the fight against the Covid-19 pandemic in Nigeria.

In a statement released on Tuesday, Unicef country representative in Nigeria Peter Hawkins said the test kits were donated by IHS Nigeria, the subsidiary of mobile telecoms giant IHS Towers.

“Testing remains the mainstay of the response led by the presidential task force and Nigeria Centre for Disease Control (NCDC) and the first step toward diagnosing the infection.

“Tests enable health officials to understand the Covid-19 status of an individual and link that person to care, support and treatment while contributing to the protection of families and communities,” Hawkins said

Hawkins said IHS Towers had shown great generosity in supporting the government’s agenda through partnering with Unicef.

“Unicef is delighted to receive this huge contribution from IHS Towers, the benefit of which will reach many more children and their families.

“This recent support of essential tests makes IHS Towers the biggest private sector donor for Unicef Nigeria’s emergency response to the Covid-19 pandemic,” he said.

The director-general of the NCDC Dr Chikwe Ihekweazu said testing remained a core strategy of Nigeria’s response to fighting Covid-19.

Ihekweazu said it was critical for understanding the burden of the disease on the population and targeting response activities accordingly.

“The primary goal of the Nigerian government is to control the spread of this disease.

“This donation from IHS Nigeria, through Unicef, will contribute to the national stockpile of test kits managed by NCDC and support efforts of the growing network of accredited laboratories across the country for the testing of Covid-19.

“We are grateful for the continued support from Unicef, IHS Towers and other partners,” Ihekweazu added.

According to figures on real-time data portal Worldometer, on Tuesday Africa’s most populous country was sitting on 58,460 confirmed cases of the coronavirus, with 1 111 deaths.

The Speaker of the House of Representatives, Femi Gbajabiamila, has declared that the 9th House is committed to overhauling policing in Nigeria.

The Speaker stated that Nigerians are scared of police than criminals.

Gbajabiamila stated this in his opening remarks at the resumption of the House following a two-month holiday.

He commended the President for signing the police reform act into law. He added that the Nigeria Police force as presently constituted had failed to meet expectations of Nigerians.

“Two weeks ago, His Excellency, President Muhammadu Buhari, GCFR, signed the Police Reform Act into law. The Act is the first significant reform effort in a generation. It is the beginning and not the end of such measures. The Nigeria Police Force, as it currently operates, has too long and too often failed to meet the expectations of the Nigerian people.

“In many parts of our country, people are more afraid of encounters with the police than they are of criminals.

“That’s not right, and we can no longer stand for it. There will be, in this 9th House of Representatives, further legislation to improve police performance across the board and to introduce mechanisms for individual and collective accountability in the Nigeria Police Force. Our objective is nothing short of a total overhaul of the culture and practice of policing in Nigeria,” he stated.

The Speaker also said the House has commenced work on the armed forces trust fund.

“In the same vein, we have begun, and we will expedite work on the Armed Forces Trust Fund Bill so that in the shortest possible time, we can finalise and pass legislation that ensures once and for all that the resources we need to protect the homeland are never at the mercy of politics or changes in policy or personnel.”

A Federal High Court in Abuja has dismissed a suit seeking to sack Imo Governor Hope Uzodinma.

Justice Okon Abang dismissed the suit in a ruling on Tuesday after the plaintiff applied to withdraw it on the grounds that issues submitted for determination were already before the Supreme Court.

Justice Abang described the suit as a mere waste of the court’s time and awarded cost at N500, 000 each in favour of 1st, 2nd and 7th defendants.

The candidate of the Reform and Advancement Party (RAP) in the last governorship election in Imo State, Kingdom Nnamdi Okere, had filed a suit asking the court to stop Uzodinma from further acting in the capacity of governor.

Nigeria’s Ngozi Okonjo-Iweala, seen by delegates as a top candidate to lead the WTO, currently chairs the GAVI vaccine alliance board and stressed her credentials among five remaining candidates “at the intersection between public health and trade”.

“Trade can contribute to public health – seeing that connection, invoking those (WTO) rules, actively discussing COVID-19 issues and how WTO can help,” the former finance minister and World Bank managing-director said. “For me, that would be a priority.”

Okonjo-Iweala, one of two African candidates in the second of three rounds, says she is discussing with members the options for using WTO intellectual property rules to get special licences to deliver COVID-19 medicines to poorer countries.

“This is wonderful because it could also contribute to more accessibility and affordability eventually for vaccines and for therapeutics,” she said, adding she hoped such discussions would be part of a planned 2021 trade negotiations package.

She also said she would urge the at least 80 countries and territories which have raised barriers in response to the COVID-19 crisis, including on medical equipment, to lower them.

Interest in COVAX – the joint programme between GAVI and WHO to distribute COVID-19 vaccines equitably – is growing, she said. A GAVI spokesman confirmed there were 167 now committed to the plan – 75 wealthier economies and 92 poorer economies.

“Countries have been coming on their own … We are getting close to to the immediate goal (of $2 billion) which is very comforting because that means we can make advanced purchase commitments for vaccines,” she said, referring to the initial fund-raising goal to supply low- and middle-income countries.

China, Russia and the United States remain outside the plan.

Okonjo-Iweala urged African countries not to hedge their bets and sign separate procurement deals to COVAX, at least not in the initial phase which anticipates giving them enough doses to vaccinate up to 20% of their populations.

“If you make a mistake and procure the wrong thing people will run away,” she said, referring to vaccine scepticism.

She repeated pledges to reform the WTO and said she was having “constructive conversations” with Washington – a deep critic of the body and whose support is vital for any DG’s future tenure.

In a possible turning point in the race last week, two delegates said she received a standing ovation at a presentation before African ambassadors at which her rival, Kenya’s Amina Mohamed, also presented.

To boost the state’s internally generated revenues (IGR), the Bauchi State government has expressed its total commitment to harness other sectors of the economy for sustainable development.

This was disclosed on Tuesday by the state Commissioner for Budget and Economic Planning, Dr Aminu Hassan Gamawa, at a stakeholders engagement on diversification of Bauchi State economy.

According to the commissioner, the stakeholder’s engagement was meant to deliberate on how to identify areas capable of contributing to the economic growth of the state.

According to Gamawa, who was represented by the Permanent Secretary in the Ministry, Alhaji Yahuza Adamu, Bauchi State has a lot of economic potentials, particularly in the areas of tourism, agriculture and solid minerals, waiting to be harnessed.

He submitted that the state cannot continue to rely on monthly allocations from the Federation Account.

The commissioner informed that it was in view of this that the state is collaborating with the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) to look at other sources of revenues.

The Nigeria Liquefied Natural Gas (NLNG) Limited has said it is set to achieve the production of 350,000 metric tons of Liquefied Petroleum Gas (LPG) from a paltry of 75,000mt it was when it started some years ago.

The company jointly owned by the federal government, operating through the Nigerian National Petroleum Corporation (NNPC), Shell Gas B.V, Total LNG and Eni International, noted that the target was achievable, given its current production levels.

Speaking during a webinar organised by ADIPEC Energy Dialogue, General Manager, Production at the company, Mr. Adeleye Falade, said Nigeria has a huge gas reserves which it must take advantage of for quick industrialisation and cleaner energy.

“When we first started pushing Liquefied Petroleum Gas (LPG) which is cooking gas into the Nigerian market, we were only doing 75,000 tons per annum. Today, as at last year, we did 275, 000 tons that we pushed into the market.

“This year our target is 350,000 tons and we are very much on our way to achieving it. The more we push cooking gas, the more we fight deforestation and deal with emission, especially harmful ones,” he said.

While describing the opportunities in the gas sector as huge, he said that rather than being addressed as an oil nation, the Nigeria is actually a gas nation, which has some quantity of oil in it.

He added that Africa alone accounts for about 20 per cent of world population, but utilises just five per cent of global electricity.

According to Falade, with a proven natural gas volume estimated at 6 trillion cubit feet and gigantic discoveries in Mozambique, Tanzania, Mauritania and other African countries, the continent has enough has to supply about two third of the world energy demand for 20 years.

He added that paying more attention to gas will mean cleaner and cheaper fuel, which will drive industrialisation in the continent.

“And Nigeria has a big role to play with 200 cubit feet of proven reserve, Nigeria is now number 9 and has the potential to be number 4, because 600 cubit feet still exists in the ground which has not been taken through the accounting process” he noted.

On the NLNG Train 7, Falade reiterated that when completed, it will raise the company’s production capacity by 35 per cent from the current 22 million tons to about 30 million tons per annum and will increase foreign direct investment by $7 billion in five years.

“Currently, our six plants are giving huge revenues to government in taxes. We have paid about $8 billion as well as dividends of about $36 billion has been paid to NLNG shareholders of which NNPC which represents the government earns 49 per cent.

“With the addition of train 7, and increase in production capacity, NLNG will stand a chance to maintain its position as the sixth major supplier of LNG globally, otherwise the company will recede because there are other people that are all increasing their volume.

“With train 7, we see the creation of over 12,000 jobs directly and 40,000 indirect ones , especially at the construction phase and this will attract foreign direct investment to Nigeria in the upstream sector and other associated projects that are coming on stream” he stressed.

2. President Muhammadu Buhari has been dragged to the Supreme Court by states controlled by both the All Progressives Congress, APC, and other opposition parties in the country over the executive order he signed in May.

The 36 states want the apex court to quash Buhari’s executive order on the funding of courts, signed on May 20.

3. Chairman of the Peoples Democratic Party, PDP National Campaign Council in the just concluded governorship election in Edo State, and Governor of Rivers State, Nyesom Wike, has warned that he may be forced to get involved directly in the Ondo State governorship election should the ruling All Progressives Congress drag him into their politics.

Wike issued the warning while reacting to comments by his Ondo State counterpart, Governor Rotimi Akeredolu who accused him of being the godfather of Rivers politics.

4. The Indigenous People of Biafra has insisted that there is no going back on total shutdown in Southeast region on October 1.

The outlawed separatist group said all businesses, motor parks and means of transportation will be shut down to protest the Nigerian Government’s refusal to allow the region peacefully secede.

5. Four persons lost their lives in a fatal accident involving three vehicles, which crashed into each other in Anambra on Monday.

The Acting Public Education Officer Anambra Command of the Federal Road Safety Corps, Kamal Musa, said the incident happened at about 11:30 am, adding that four other persons who sustained injury in the crash have been taken to the hospital, while the deceased have been lodged in an undisclosed morgue.

6. Vice President, Yemi Osinbajo, says love and unity will “rebuild the cracks” in Nigeria.

Osinbajo, who spoke at the Independence Day Interdenominational Church Service at the National Christian Centre in Abuja on Sunday, urged Nigerians to contribute their quotas to national development through renewed vigour.

7. Rivers State Governor, Nyesom Wike has said his predecessor, former Governor, Rotimi Amaechi should not be walking free if Nigeria truly practices democracy.

Wike said the shutdown of Rivers State Judiciary under Rotimi Amaechi’s administration as Governor of the state was a violation of the rights of the people of the state.

The All Progressives Congress (APC) on Tuesday said former Ondo Governor, Segun Mimiko, is plotting a third-term bid.

The party said he is seeking to achieve this through the Zenith Labour Party (ZLP).

Mimiko, a former Secretary to Ondo Government and ex-Minister for Housing and Urban Development, is ZLP National Leader.

The party is one of the political parties contesting the October 10 governorship election.

Its flagbearer is Agboola Ajayi, the current Deputy Governor.

A statement by APC Publicity Secretary, Yekini Nabena, said the entire governorship campaign of the ZLP was centred on Mimiko.

The party said Mimiko deludes himself that Ondo people have forgotten how they were subjected to his alleged arbitrary, tyrannical and dictatorial actions when he governed.

APC accused him of factionalizing the Peoples Democratic Party (PDP) when he was a member.

The ruling platform claimed that under the Mimiko administration, projects were disproportionately distributed only based on political servitude, not priority needs of the state.

“Little wonder, many of Mimiko’s associates have ditched him and are now frontline leaders of the APC, in firm support of our candidate, incumbent Governor, Rotimi Akeredolu. The ZLP’s governorship candidate has nothing to campaign on after junketing political parties to purchase their governorship ticket to contest.

“For us in the APC, the good governance credentials of our candidate, incumbent Governor, Rotimi Akeredolu is visible to all, particularly in the area of infrastructure, agriculture, human capital development, industry, entrepreneurship, among others. This is the focus of our well-received campaigns”, Nabena added.
